The Unit of Evidence and Deliberation for Decision Making (UNED) at the Faculty of Medicine at the University of Antioquia uses global and local evidence to produce evidence synthesis and conduct deliberative dialogues to inform the formulation of health policies and improve the health outcomes of Columbia’s population.

It’s goals are to:

  • Build and strengthen the capacity of researchers, decision-makers, civil society, and the media on how to use research in decision-making.
  • Inform policy formulation using the best global and local evidence available.
  • Convene deliberative dialogues with citizens, decision-makers, and other key stakeholders.
  • Produce research and strengthen the mechanisms by which research informs policy formulation.

Since joining PEERSS in 2019, UNED has been working to adapt, pilot, and refine mechanisms to inform policies using the best research evidence available. It has also been contributing to a community of practice that supports cross-country learning across participating and peer mentor organizations.

With PEERSS funding and support, UNED has: 

Strengthened children’s public policy by producing a citizens’ brief, holding two citizen’s panels, developing an evidence brief for policy, promoting stakeholder dialogues, and conducting interviews with citizens and policymakers.

Constructed an evidence gap map on homeless interventions for The Secretary of Social Inclusion of the city of Medellin.

Supported the Secretary of Youth of the city of Medellin by producing an evidence brief, launching a citizen’s panel, and holding stakeholder dialogues that are centered on the human rights of youth.

Developed several rapid syntheses on COVID-19 issues, including the pharmacological treatment of COVID-19 infections in adults, the safety, immunogenicity, and efficacy of COVID-19 vaccines, and the measures for the safe reopening of schools and colleges during the pandemic.

 

Moving forward, UNED will continue to further evidence-informed policymaking (EIP) by:

 

Searching for windows of opportunity to support EIP in non-health SDGs.

Conducting a citizens’ evidence brief that highlights key policy issues that will be addressed (in consultation with policymakers) and the evidence surrounding these issues.

Conducting a citizens’ panel to elicit the values that citizens believe should guide decision-making.

Launching a stakeholder dialogue to elicit the tacit knowledge and real-world insights of policymakers and stakeholders who will be involved in, or affected by, decisions on key priority issues (e.g., homeless policy).

High flow oxygen therapy and continuous positive pressure systems in adult patients with COVID-19

This rapid synthesis address the following questions: In patients with COVID-19 and acute hypoxemic ventilatory failure: • What is the effectiveness of administering high oxygen flows (> 15 L / min) to decrease the rate of admission to the Intensive Care Unit (ICU), the need for orotracheal intubation (OTI), and mortality? • What is the effectiveness of administering positive pressure on the airway to decrease the rate of admission to ICU, the need for OTI, and mortality? • What mechanism of high-flow oxygen therapy with or without positive pressure can be safer to reduce intrahospital infection transmission between patients and healthcare staff?
